Shoua and his family immigrated to escape the killing fields of communist Laos during the Vietnam War era where his father served bravely under the leadership of General Vang Pao (GVP) fighting the American led “Secret War”.  

Since 1981, Shoua and his family have made Stockton their home for the past 38 years.  Shoua attended Davis Elementary School, then Morada Middle School, and went on to attend Tokay High School.  Growing up with a total of 9 siblings is tough especially on low income.  

Shoua’s parents are no different than most of Stockton families living paycheck to paycheck.  

He is the first in his family to go to college and earned his Bachelors of Science in Chemical Engineering from San Jose State University and eventually his Masters of Science in Homeland Security and Emergency Management from National University. 

For the past 17 years, Shoua has and still is an Environmental Health and Safety (EHS) Engineer. He is the first Hmong American in 2020 to run for city office in Stockton, CA.
